Guide to UK video poker laws. Learn about Gambling Commission rules, RTS technical standards, safer gambling tools, and player safety.

Published:

Online video poker offered to players in Great Britain falls under the Gambling Commission. This guide names who regulates the game, reads the Commission’s technical standards as they apply at a video poker table, explains what the speed and stake rules do and do not say, sets out the safer gambling tools you can switch on, covers payments and complaints, describes what you give up on an unlicensed site and ends with a five-step check before you deposit.

Key Takeaways: Video Poker Regulations in Great Britain

  • Gambling Commission Oversight: Online video poker in England, Scotland, and Wales is regulated by the Gambling Commission, enforcing age verification, game integrity, and mandatory safer gambling tools.
  • Strict Technical Standards: Technical standards require truly random virtual decks, bar adaptive or rigged odds, outlaw autoplay, and prevent deceptive celebrations on equal or losing returns.
  • Honesty Over Payout Size: Regulators ensure pay tables are truthful, certified, and cannot be changed mid-game, but casinos remain free to host legal short-pay tables with higher house edges.
  • Unlicensed Site Pitfalls: Offshore casinos operate outside the Commission, bypassing GamStop self-exclusion, independent dispute resolution, fair deck audits, and credit card deposit bans.

Who Regulates Online Video Poker in Great Britain

An operator that offers casino games, video poker included, to players in Great Britain needs a remote casino operating licence from the Gambling Commission, which regulates under the Gambling Act 2005. You must be at least 18, and licensed operators check your age and identity. The Commission publishes licence conditions and the Remote Gambling and Software Technical Standards (RTS) that studios and casinos have to follow, and it keeps a public register of the businesses it licenses. The licence number normally sits in the site footer, so you can check it before you deposit.

The Commission’s jurisdiction under the Act covers England, Scotland and Wales. Gambling in Northern Ireland is devolved and is regulated under separate law, which means the Commission does not regulate gambling activity there, so players in Northern Ireland should check the local position and which protections apply before they play.

The Technical Standards, Read at a Video Poker Table

The standards are written for online casino games as a whole and never name video poker. The first two columns below follow the Commission’s wording, and the last column is our reading of how each rule shows up on a video poker screen. The standards are revised from time to time, so the Commission’s published text is always the final word.

StandardWhat it requiresAt the video poker table
RTS 3A, 3C and 3DGame rules, payouts and the house edge, RTP or probability of winning must be easy to find before you gambleThe pay table and the help pages are where you read the prizes and the rules before the first deal
RTS 7ARandom number generation and game results must be acceptably random, and adaptive behaviour (a compensated game) is not permittedThe deal and the draw are random, and the game may not adjust its odds as you play
RTS 7BGames must be implemented fairly and in accordance with the rulesThe game has to deal and pay as its rules and pay table say
RTS 7CGame designs or features that may reasonably be expected to mislead you about the likelihood of a result are barred, and simulations of real devices must reflect the real probabilitiesA virtual deck that stands in for a real one is expected to behave like a real 52-card deck. The Commission’s own example is a coin toss
RTS 7DRules, payouts and outcome probabilities may not be changed while the game is available, and changes must be brought to your attentionThe pay table cannot be quietly altered while the game is live
RTS 7EThe result of the game and your gamble must be displayed clearly and accuratelyYour final five cards, your bet and your win are shown plainly
RTS 8AYou must commit to each game cycle individually, so autoplay cannot be offeredYou press deal and draw yourself on every hand
RTS 2EYour net position since the session began, shown in poundsA running figure for what you have won or lost
RTS 13B and 13CElapsed time shown during a casino session, and reality checks that you can setA clock and optional reminders accompany your play
RTS 14CNo functionality that facilitates playing multiple games at the same timeA site should not make it easier to run several games side by side. The text does not say how multi-hand formats are treated, so ask the operator if unsure
RTS 14EYou cannot reduce the time until the result is presentedNo quick-draw or turbo button that shortens the wait for your result
RTS 14FNo celebration of a return that is less than or equal to the total stakeA hand that only gives your bet back, such as a pair of jacks in 9/6 Jacks or Better, is not to be celebrated as a win

No rule in the table sets a pay table. The standards cover honesty, randomness and disclosure, so a game can comply and still be expensive: 8/5 Jacks or Better costs £27.02 per £1,000 staked and 6/5 costs £50.04, against £4.56 for 9/6. Picking a generous table is your job, and our guide to spotting a short-pay table shows how.

Speed Floors and Stake Limits: What the Text Says

Two sets of rules shape how fast and how high you can play, and both were written with slots in mind. RTS 14D sets a floor of 2.5 seconds between the start of a game and the next game cycle, and it applies to slots. RTS 14G sets 5 seconds for casino products other than slots and peer-to-peer poker. The Commission’s page does not mention video poker, so which floor a particular game falls under is a question for the operator. Both cap the hour: at most 1,440 game cycles under the shorter floor and 720 under the longer.

The stake limits work the same way. Since 9 April 2025 an online slots game has carried a maximum stake of £5 a game cycle for players aged 25 and over, and since 21 May 2025 £2 for players aged 18 to 24. The Commission’s guidance defines an online slots game as a casino game that is reel-based and played online, and it states that the limits do not apply to other casino games such as roulette or blackjack. It does not mention video poker. If a cap applies to a game you play, the stake range on its screen is the place to see it. Our guide to multi-hand and grid formats prices the stakes that different line counts create.

Fair Play and the Information You Are Entitled To

Video poker is easy to audit. With a pay table and the best strategy, the exact return comes from counting, and that is how we produced every table in this series: the 99.54% of 9/6 Jacks or Better comes from examining all 2,598,960 starting hands. A claim about a game’s return can therefore be checked against the pay table on the screen.

Before you bet, a licensed game should let you find:

  • The rules of the game and how to take part.
  • The pay table, including what each hand pays for each coin bet.
  • The house edge, RTP or probability of winning, as RTS 3 requires.
  • The value of a coin and the total cost of a hand, in pounds.
  • Your net position and the time you have been playing, once the session begins.

If any of these is missing or hard to find, treat that as a reason to stop and ask the operator before you continue.

Safer Gambling Tools You Can Switch On

ToolWhat it doesWhere to find it
GamStopOne registration blocks you from all online gambling companies licensed in Great Britain, for six months, one year or five yearsGamStop, the national online self-exclusion scheme, which every licensed casino joins
Deposit limitsCaps what you can pay in over a chosen periodAccount settings at the casino
Time-outs and self-exclusionA short break, or a longer block at one operatorAccount settings at the casino
Reality checks and session clockReminders of how long you have played, and the time shown on screenOn the game screen (RTS 13B and 13C)

GamCare helplineFree, confidential support, open 24 hours a day on 0808 8020 133, with live chat as wellThe National Gambling Helpline run by GamCare

Set your limits when you open an account, before the first deal, and review them with the safer gambling pages in hand. A time limit is as useful as a money limit, because speed multiplies cost, as the maths and budgeting guide shows.

Payments, Withdrawals and Complaints

Licensed operators cannot accept credit cards for gambling, which has been the rule since April 2020. RTS 14B adds that you must not be given the option to cancel a withdrawal request, so a licensed site cannot offer a button that sends your withdrawal back to the balance for more play. Sites outside the Commission’s system are not bound by either rule.

If something goes wrong, start with a screenshot of the pay table and the hand, then use the casino’s own complaints procedure. The operator has eight weeks to resolve a complaint. If you are still unhappy after that, an alternative dispute resolution (ADR) provider can look at it, but only once you have been through the operator’s procedure. The Commission does not resolve or decide complaints about individual gambling transactions.

Sites Outside the System: What You Give Up

Everything in the tables above applies only to operators licensed in Great Britain. A site licensed elsewhere is not required to join GamStop, need not follow the technical standards on fair results, pay table changes or autoplay, and cannot be taken to the Commission’s complaints route. Your age and identity may go unchecked, and nobody independent vouches for the virtual deck.

If the Commission’s register does not show a site’s licence number, assume it is unlicensed, however polished it looks. Neither a generous bonus nor a strong pay table can replace the protections that a licence brings.

Your Pre-Deposit Checklist

  1. Find the licence number in the site footer and check it on the Gambling Commission’s public register.
  2. Open the pay table and read the rows that matter: the full house and flush figures, or their equivalents in other games, and the five-coin royal flush column, which shows 4,000 in a standard game.
  3. Work out the cost of a hand in pounds, which is the coin value multiplied by the coins played, and decide how many hands you can afford.
  4. Set a deposit limit and a time limit before you play, and consider GamStop if gambling has stopped being enjoyable.
  5. Should a payout look wrong, capture the pay table and the hand on screen, write to support and follow the complaints route.

What to Read After the Regulation Guide

Seven more guides cover the game itself. They are listed below, and the index of all eight video poker guides is a click away:

Oversight Protects the Game and Not the Balance

Regulation keeps the game honest and gives you tools and a route for complaints. It cannot shrink the house edge or turn a session profitable. Video poker is paid entertainment, each hand carries an expected cost and no licence, standard or test creates a route to profit. Play only with licensed operators, keep to limits set in advance and keep our safer gambling resources close if the game stops being enjoyable.

❓ Online Video Poker Regulation in the UK: Frequently Asked Questions

May a licensed casino alter a video poker pay table mid-session?

Not without telling you. RTS 7D says the rules, payouts and outcome probabilities of a game may not be changed while it is available for gambling, and that such changes must be brought to your attention. The Commission’s guidance says the change should be made with the game taken offline or suspended, and that a notice should tell customers the game has been changed. A live pay table is not allowed to change without notice.

Is autoplay allowed on UK video poker?

No. RTS 8A requires you to commit to each game cycle individually, and its stated aim is to make clear that autoplay cannot be offered for online gaming, so you press deal and draw yourself on every hand. Every hand needs its own decision from you.

Why does my game stay quiet when a hand only returns my bet?

RTS 14F says the system must not celebrate a return which is less than or equal to the total stake. In 9/6 Jacks or Better a pair of jacks pays 1 for each coin bet, so on any bet it returns exactly the stake and should not be celebrated as a win. A hand that merely repays the stake is not a win to celebrate.

Does the Gambling Commission cover video poker played in Northern Ireland?

Not directly. The Commission’s jurisdiction under the Gambling Act 2005 covers Great Britain, and gambling in Northern Ireland is devolved and regulated under separate law, so the Commission does not regulate gambling activity there. Check the local position before you play from Northern Ireland.
