Province by Province

Is Bac Bo legal in Canada? There is no single national answer, since section 207 of the Criminal Code makes it lawful for the government of a province to conduct and manage a lottery scheme, and the provinces have built different online systems on that footing. Ontario runs an open regulated market, Alberta opened its own market on July 13, 2026, and elsewhere the pages we read name a provincial operator. This guide reads the Code, the provincial and regulator pages, the Ontario standards that mention dice and live dealer games, the complaint routes, self-exclusion options, help lines and the tax page on winnings. Every legal fact comes from a page we read in October 2026, and none of the legal and regulator pages that we checked names Bac Bo, so which sites offer the game where is a question for each lobby. This is general information and not legal advice, so read the pages again before you rely on them.

What Section 207 Allows

Section 207 of the Criminal Code, headed “Permitted lotteries”, says that certain lottery schemes are lawful despite the rest of the Part on gaming and betting. Paragraph (1)(a) covers “the government of a province, either alone or in conjunction with the government of another province”, which may “conduct and manage a lottery scheme in that province” under that province’s own law. Paragraph (1)(b) covers a charitable or religious organization acting “pursuant to a licence issued by the Lieutenant Governor in Council of a province”, provided the proceeds go to a charitable or religious purpose.

The Justice Laws page we read is current to September 30, 2026. It does not mention Bac Bo or baccarat. Subsection 207(4) defines a lottery scheme by pointing to paragraphs 206(1)(a) to (g), and we did not read section 206, so we cannot say whether a live dice table falls inside that definition.

The Dice Game Clause in Section 207

Paragraph (4)(c) deals, for the purposes of paragraphs (1)(b) to (f), with a game or scheme “operated on or through a computer, video device, slot machine or a dice game”. Dice games are therefore named in the Code, so the clause deserves a careful look.

Our reading is that the clause limits what charity licences and the other bodies in paragraphs (1)(b) to (f) can cover, and that it does not govern a province’s own scheme under paragraph (1)(a), because (4)(c) is written for paragraphs (1)(b) to (f) only. We are not lawyers, we found no text among the pages we checked that applies the clause to Bac Bo, and the clause alone cannot tell you whether a given site is lawful.

Provinces at a Glance

The pages we read describe a separate system in each province, so the table lists the provinces and regions for which we read official pages. It shows who each page names as operator or regulator and the minimum age it gives, and it is a reading aid and not a complete map.

Province or region

Who the pages name

Minimum age

Other points from the pages

Ontario

The AGCO registers operators and iGaming Ontario lists the regulated sites, plus a site run by OLG

19 for online play

Players must be physically in Ontario

Alberta

The AGLC as market regulator, with the Alberta iGaming Corporation overseeing market operations

18 for online bets

The regulated market launched on July 13, 2026

British Columbia

The Independent Gambling Control Office as regulator and the BC Lottery Corporation for online gambling

19

The provincial online site is called the only legal one

Manitoba

Manitoba Liquor and Lotteries, regulated by the Liquor, Gaming and Cannabis Authority

18

The provincial help page mentions live baccarat

Saskatchewan

Lotteries and Gaming Saskatchewan, which manages the provincial site

Not stated in the pages we read

The provincial site is called the only legal online gaming platform

Quebec

Loto-Québec as the official operator

18

Players must live in Quebec and be in Quebec at the time of play

Atlantic Canada

Atlantic Lottery

19

Players must live in Newfoundland and Labrador, Nova Scotia, New Brunswick or Prince Edward Island and be in Atlantic Canada

British Columbia’s government page calls the provincial online site the only legal online gambling site in the province, and a Saskatchewan government release dated February 10, 2025 quotes an official who calls the provincial site the only legal online gaming platform in the province. Loto-Québec’s legal page says provincial governments can offer lottery games and online games only through their official operator. For Manitoba and Atlantic Canada we found no such sentence, only the provincial operator named in the sources.

Manitoba’s provincial help page mentions live baccarat, and Atlantic Lottery’s online terms mention baccarat games, yet none of the pages that we checked for this table names Bac Bo. We did not confirm which provincial or Ontario sites offer it, so the lobby itself is the only proof.

Ontario Runs a Regulated Market With a Public List

Ontario’s approach has two moving parts. The AGCO registers iGaming operators, and iGaming Ontario lists the sites offered by regulated operators contracted by iGaming Ontario. Apart from the site run by OLG, a listed operator has both an AGCO registration and an operating agreement with iGaming Ontario.

The iGaming Ontario page says its listing is accurate as of September 1, 2026, and it gives the minimum age as 19, with the player physically in Ontario. The AGCO’s complaints page adds a practical test, which is to look for the iGaming Ontario logo. We could not read an Alberta list of registered operators, so there is no equivalent check to describe for that market.

What the Ontario Standards Say About Dice and Live Dealers

The Registrar’s Standards for Internet Gaming have been in force since April 4, 2022. The chapter headed “Ensuring Game Integrity and Player Awareness” is the one that speaks to how a game must behave, and several of its standards touch the ingredients of Bac Bo. None of them names Bac Bo or baccarat.

Standard

What the text says

Our reading for a Bac Bo player

4.24

“Where the game outcome is intended to be random (e.g., dice games or slot games), the outcome must not be dependent or based upon any history or other factors”

A dice outcome may not lean on earlier rounds, the same independence the streaks guide assumes

4.26 and 4.27

A mechanism must randomly select the game elements that decide outcomes, and it must be capable of being monitored and inspected

The random draw has to be open to checks

4.08

Games and random number generators must be approved by the Registrar or certified by an independent testing laboratory registered by the Registrar

A regulated game needs approval or independent certification

4.09

“Operators shall monitor the payback of their live games to detect any behaviour that may indicate faulty performance”

Payback on live games is watched

4.35 and 4.36

Access to live dealer gaming supplies is restricted to people with a business need, and operators need controls so that live dealer game presenters “do not compromise the integrity of a game”

Written for live dealer games, and we did not confirm that every Bac Bo table falls under them

4.06

Terms of play must be easily available and include the odds of winning

Look for odds and payouts in the terms

The AGCO’s page of registered laboratories lists eight, among them BMM North America, eCOGRA, Gaming Associates Europe and Gaming Laboratories International, and says they test and certify, among other things, the games available to Ontario players. We found no public page that says who tests the draw on the provincial sites elsewhere in Canada.

What a Registered Operator Must Do for Players

The same standards carry duties that matter before you ever see a table. Ontario’s standards also ask for an easy and obvious way to set gaming limits, including deposit and loss limits.

Each province lists its own help line in the pages we read, and we found no single number for the whole country.
