Each province decides how online casino games are offered. Ontario licenses private operators under standards set by the Alcohol and Gaming Commission of Ontario (AGCO), working with iGaming Ontario, and Alberta does the same through the AGLC and the Alberta iGaming Corporation, since its market opened on July 13, 2026. The other provinces run their own platforms through provincial lottery or gaming corporations: PlayNow in British Columbia, Saskatchewan and Manitoba, Espacejeux in Quebec and Atlantic Lottery in the Atlantic provinces.

Ontario publishes the most detailed rulebook, the Registrar’s Standards for Internet Gaming, so this guide uses it as the reference. Other provinces apply their own rules, and a provincial platform’s help pages are the place to read them. The minimum age is 19 in Ontario and 18 or 19 elsewhere, as the table in our video poker hub shows.

What Ontario’s Standards Require of Every Game

The standards speak of online games in general and do not name video poker, so the table reads each rule as it applies to a video poker hand.

Standard

What it requires

What it means at the video poker table

Standard 4.24, requirement 3

The probability of a specific game outcome must be constant and independent of game history

No hot or cold streaks: a hand does not remember the last one

Standard 4.26

Outcomes are chosen by a random selection mechanism and are not influenced by the amount wagered, or altered, discarded or manipulated through a secondary decision by the game program

The size of your bet does not change the cards you are dealt, and the game cannot swap a result after the fact

Standard 4.25

Bets must be committed before the game outcome is determined

Your bet and coin count are locked in before the cards appear

Standard 4.27

The random selection mechanism must be capable of being monitored and inspected

The shuffle of the virtual deck can be examined for integrity and randomness

Standard 4.08

Games, random number generators and components that handle bets must be approved by the Registrar or certified by a registered independent testing laboratory before use

A video poker game is tested before it reaches the lobby

Standard 4.06

Players must be given enough information to make informed decisions, including what wins, the odds or returns, prize units and the value of each credit

The help pages and pay table must explain what pays and how much, in clear units

Standard 4.07

Information must not mislead players or misrepresent a game

No false promises and no suggestion that winning is the probable outcome

Standard 4.28

Terms governing play must not change during a game session unless the player is told before wagering

The pay table cannot be quietly changed in the middle of a session

None of these rules sets a pay table. They govern honesty, randomness and disclosure, so a compliant game can still be a poor one: 8/5 costs C$27.02 per C$1,000 wagered and 6/5 costs C$50.04, while 9/6 costs C$4.56. Picking a generous table is up to you, and our checklist for spotting short-pay games shows how.

What You Are Entitled to Read Before You Bet

Standard 4.06 says the explanatory content must be easy to find before a wager and must be understandable. For a video poker game, that content is expected to cover:

How to take part and how to interact with the game.

What counts as a winning outcome.

Any restrictions on play or betting.

Comprehensive, accurate and understandable information on the odds of winning, payout odds or returns.

The units of prizes and payouts, and the denomination of each credit, which must be clearly displayed.

A notice that skill or strategy affects your chances of winning, where it does.

The circumstances in which a game can be declared void.

Related rules close small loopholes. Standard 2.15 forbids displaying amounts or symbols that are unachievable, so a pay table cannot advertise a prize the game cannot pay. The checks only work if you use them: open the pay table before you play and read the rows.

How Games Are Approved and Tested

Before an online game goes live in Ontario, Standard 4.08 requires it to be approved by the Registrar or certified by an independent testing laboratory registered by the Registrar. The random selection mechanism must be seeded with initial values and conditions, must be impervious to outside influences and must be monitored, and a failure has to be identified and handled quickly to limit the effect on players (these points come from Standard 4.26 and Standard 4.27).

Video poker suits auditors: given a pay table and the best strategy, the exact return follows from counting, which is how every table in this series was produced. A laboratory can therefore test a submitted 9/6 Jacks or Better game, whose return is 99.54%, by comparing the game’s math with its own count.

Tools Ontario Operators Must Offer

Standard

What operators must provide

Standard 2.14 and Standard 2.14.1

A voluntary self-exclusion program, with term options that include six months, one year and five years, and participation in the Centralized Self-Exclusion Program

Standard 2.23

An easy and obvious way to set financial and time-based limits, including deposit limits and loss limits, with periods that include 24 hours, 7 days and one month

Standard 2.24

A request to relax or remove a limit takes effect only after a cooling-off period of at least 24 hours

Standard 2.22

A means for players to track the passage of time

Standard 2.18

At least 2.5 seconds from the time a game starts until the next game cycle can begin

Standard 3.15

Readily available account records, including game session outcomes, the total wagered and the total won or lost for a session or period

Other provinces set their own tools on their own platforms, so check the responsible gambling page of the platform you use. If play stops being fun, call ConnexOntario at 1-866-531-2600 (Ontario) or the Alberta Health Services Addiction Helpline at 1-866-332-2322 (Alberta). Both are free and confidential.

Unlicensed Sites: What You Give Up

The standards above bind licensed operators. A site outside the licensed market owes you none of what the tables list: no approval or certification of its games, no requirement to keep the pay table stable during a session, no obligation to take part in Ontario’s self-exclusion program and no regulator to take a complaint. Your age and identity may not be checked, and there is no independent assurance that the virtual deck is fair.

If a site is not listed as authorized for your province, treat it as unlicensed, however professional it looks. A bonus or a generous pay table is no substitute for the protections a licence brings.

A Five-Step Check Before You Deposit

Confirm that the operator is authorized in your province, by checking the regulator’s list in Ontario or Alberta and the provincial platform elsewhere.

Read the pay table: the full house and flush prizes, or the matching rows in other games, and the royal flush column for five coins, which shows 4,000 on a standard game.

Check the value of a credit and the cost of a hand in Canadian dollars before betting.

Set deposit and time limits first.

If a payout looks wrong, screenshot the pay table, contact support and escalate to the regulator for your province if needed.

More Guides to Read Next

Seven more guides cover the rest of the game. It does not shrink the house edge or turn a session into a profitable one: video poker remains entertainment you pay for, with an expected cost on every hand, and no licence, test or rule guarantees a profit.
